The test code (highlighted in bold) uses the PHP function function_existsto check whether the _rssLinkListfunction exists. If it does, the code in between that line and the matching endif line is executed to output the HTML code and call the plug-in function. If the function does not exist, because the plug-in is either disabled or not installed, the code between the two highlighted lines is not executed, so you won t even get the redundant header.
